Check the permitted certificate application route

Need help obtaining a UAE police clearance or good conduct certificate? Identify the issuing service, applicant category and recipient first. A representative can only perform tasks that the service permits; a POA does not waive personal checks, change the findings or guarantee that the certificate will be issued.

Police clearance service and applicant category

Confirm the issuing police service, current or former UAE residence and the organisation that will receive the certificate. Different applicants may have different identity and supporting requirements. Dubai Police describes a clearance service for individuals including applicants outside the UAE. This does not mean every document or proxy submission follows one identical route.

Ask the requesting institution what certificate it needs, the language, recency and any authentication requirements. A certificate accepted for one employment purpose may not meet another country’s immigration instructions. Resolve those requirements first so the application and any representative authority address the correct output rather than require a fresh application later.

Fees and cost components

Professional work, authority fees and third-party charges should be identified separately in the written quote.

Understand the components of your quotation

Authority assessment and preparation

A POA may not be needed for every applicant. Confirm the accepted task and document before a professional drafting fee is agreed.

Issuing-service charges

Certificate fees depend on the service and applicant category. Use the current official schedule rather than quote a universal cost or include a guaranteed outcome.

Foreign document use

Translation, attestation and delivery can be additional expenses. Identify the receiving institution’s actual requirements before arranging them.

How the fee quote works →

Documents and information to prepare

The receiving authority and adviser confirm the final requirements for your matter.

  • Applicant identification

Prepare current passport and available UAE identity or residence records. Explain name changes, older passports and the country from which the application will be made.

  • Purpose and receiving requirements

Obtain the organisation’s certificate instructions, language and recency requirements. Identify whether translation or authentication is requested for use outside the UAE.

  • Representative and service confirmation

Record the proposed representative’s identity and the exact tasks accepted by the issuing service. Obtain its current checklist before paying for a POA.

  • Supporting identity evidence

Provide the records requested for the actual applicant, which may include additional verification. Keep original or certified evidence and application references traceable.

Permitted assistance versus personal verification

Administrative help can include organising records, communicating on a permitted enquiry or arranging document formalities. Whether another person may submit, collect or correct the application depends on the service’s current rules. Confirm those tasks before drafting. A notarised POA does not automatically establish access to a police account or eligibility to receive sensitive personal information.

Keep the scope specific to the certificate purpose and applicant. Avoid unrelated police-case, settlement or immigration powers. The applicant should understand what personal records the representative will handle and how they will be stored. If the service requires personal login, biometrics or attendance, the authority document should not suggest that those acts can be delegated.

Identity, residence and fingerprint-related records

Gather current identification and available earlier UAE residence details, including changes of name or passport. Resolve discrepancies rather than ask the representative to guess how old records match the applicant. Follow the issuing authority’s current instructions for any fingerprint or other identity evidence required in the individual file, especially where the applicant is abroad.

Supply truthful purpose and recipient details. A representative’s role is to assist with the process, not to alter the underlying record or promise an outcome. If the application needs additional checks, follow the official enquiry or correction route. A missing certificate, identity mismatch and concern about a recorded matter can require different responses.

Certificate checks and use in another country

Prepare and certify an authority document only if the service accepts and requires it for the intended tasks. Where signed abroad, confirm the authentication and translation requirements of the receiving police service. Keep the final POA, application reference and submitted evidence organised. Protect account credentials and use authorised channels rather than share unrestricted login access.

Once issued, check the certificate’s identity and the requesting institution’s requirements. Translation or MoFA attestation may be separate stages for foreign use. MoFA authenticates signatures and seals; it does not change the certificate’s findings or guarantee the foreign recipient’s acceptance. Record issuance and expiry or recency requirements so the completed document can be used appropriately.

The detailed process

  1. 01

    Confirm the official route

Check the service for the applicant’s residence history and purpose. Assess direct online application and whether representation is permitted or needed.

  2. 02

    Define accepted tasks

Separate records help, submission, enquiry and collection. Confirm personal-verification steps and restrict authority to the role the service recognises.

  3. 03

    Prepare the authority and application

Use accurate identity and recipient information and complete any required certification or overseas formalities. Submit through the authorised channel and retain the reference.

  4. 04

Check and prepare the certificate for use

Review issued identity details and follow the recipient’s language or authentication requirements. Protect the personal file and retain proof of any later document formalities.

Further context for this guide

Start by checking whether the applicant can use the official digital service directly. If assistance or representation is needed, confirm the authority’s requirements for that exact applicant and purpose. Former residence, changed identification details and intended foreign use can affect the practical preparation even before a POA is considered.

For use abroad, follow the document attestation guide only after confirming the recipient’s required certificate and authentication. The general POA questions help distinguish authorising assistance from bypassing a service’s identity checks.

The adviser and receiving authority confirm the final requirements, validity and acceptance of the evidence.

Points to check before proceeding

Assuming a POA guarantees issue

The authority assesses the applicant and records. Representation only supports accepted tasks and cannot determine the certificate result.

Sharing digital identity credentials

An appointment does not automatically authorise use of another person’s account. Follow the service’s permitted access and representation route.

Applying before checking the recipient

Wrong language, purpose or recency can mean repeated work. Obtain the intended receiving institution’s requirements first.

Your questions, answered

Do I always need a POA for police clearance?

No. Direct official digital routes may be available. Check the applicant’s circumstances and whether the service accepts or requires representative authority for any intended assistance.

Can a representative provide my fingerprints?

Personal identity checks cannot be assumed delegable. Follow the issuing authority’s specific instructions for evidence required from the applicant.

Can this authorisation remove a police record?

No. It is not a mechanism to change findings or guarantee a clear certificate. Questions about records require the appropriate official process and advice where needed.

Can a former resident apply from abroad?

Official services include routes for applicants outside the UAE, but current identity and supporting requirements must be checked for the particular applicant.

Does MoFA attestation guarantee immigration acceptance?

No. It authenticates document signatures and seals through its service. The foreign immigration or other recipient decides whether the certificate meets its requirements.

What should I retain afterwards?

Keep the certificate, application reference, relevant authority document and any authentication evidence. Store personal records securely and note the recipient’s recency or validity requirement.
