Can a foreigner own 100% of a UAE mainland company?

For most commercial and professional activities, yes. Federal Decree-Law No. 32 of 2021 removed the blanket 51% Emirati ownership rule. A short list of strategic activities still needs an Emirati partner, which we check for your activity before you commit.

Do I need a UAE residence visa to set up?

No. You do not need to be a resident to start the process. Many setups are handled remotely, and we arrange owner and staff visas afterwards where the package allows.
