Authority for a specified vehicle procedure

Selling or transferring a UAE vehicle while you are away? Match the appointment to the registered owner, vehicle and selected traffic service. Sale, possession, export and permission to drive are different tasks; giving authority for one should not be assumed to authorise them all.

Registered owner, chassis and vehicle records

Provide the ownership certificate and check the recorded owner, vehicle identification number, plate details and traffic information. A model name and colour are not enough to define a valuable asset reliably. If the owner is a company, include the company's authority documents and authorised signatory information. Distinguish the vehicle's registered owner from the person who normally drives or keeps it.

Explain the intended transaction and the representative's role. Selling a vehicle, receiving proceeds, applying for possession and arranging export can involve different acts and document requirements. If the representative is also purchasing the vehicle or working for the buyer, disclose that relationship for review. Do not quietly use a sale draft for an export or finance transaction without checking the additional powers and procedures.

Fees and cost components

Professional work, authority fees and third-party charges should be identified separately in the written quote.

Understand the components of your quotation

Drafting scope

The quote depends on the intended acts, financial powers, parties and corporate or overseas documents to be reviewed.

Execution and preparation

Notarial charges, legal translation and foreign authentication may be separate items. Confirm the applicable route before payment.

Traffic and sale-related costs

Vehicle service charges, insurance, inspection, fines and finance settlement are underlying transaction items, not automatically included in the POA service.

Documents and information to prepare

The receiving authority and adviser confirm the final requirements for your matter.

  • Vehicle ownership certificate

Supply the current registration record and accurate vehicle identification details, including the registered owner and any finance shown.

  • Owner and agent identification

Provide current identity documents. A corporate owner also requires company records and evidence of the person entitled to grant authority.

  • Sale or intended-service brief

Describe the buyer, agreed terms, proposed payment handling and whether the desired output is ownership, possession or export.

  • Finance and authority checklist

Include lender release instructions and the receiving traffic authority's requirements, plus foreign attestation records where the owner signs abroad.

Sale and ownership-transfer powers

Dubai RTA's published service states that a legal representative must have authority covering sale and disposal of vehicles when acting in the ownership-change process. It also describes the separate seller and buyer steps. Review the actual draft against the relevant service rather than relying on a heading saying general POA. Confirm identity documents and attendance requirements for the parties and any representative.

RTA also addresses foreign-issued POAs within its ownership-change guidance. If the owner signs outside the UAE, plan the required attestation and translation before arranging completion. A scan can be useful for advance review, but the authority should confirm the acceptable final format. Keep the official issued record and authentication chain so that the representative can demonstrate the authority used.

Finance, fines, insurance and registration

Check whether the vehicle is mortgaged and how the financier will confirm release. The representative's authority is not itself a lender clearance. RTA's service information identifies fines and finance-release steps within the transfer process. Allocate responsibility for these matters in the sale arrangements and obtain evidence when they are completed rather than relying on an assumption that the buyer will handle everything.

Confirm the buyer's registration eligibility, insurance and any inspection or traffic-file requirements for the selected route. A successful agreement or representative signature should not be confused with final registration in the buyer's name. If the vehicle will not be registered for road use immediately, ask the authority which possession or export service applies. The intended output should be agreed before the owner delegates broad powers.

Sale proceeds and proof of completed transfer

Discuss whether the agent can receive the sale price, negotiate changes or only sign documents after an approved deal. Record the agreed payment route and how the owner will verify receipt. A broad financial power can create exposure beyond attendance at the traffic centre. The proposed controls should be reviewed for the transaction and explained to the representative in clear operational instructions.

Retain the final sale documents, transfer or possession output, plate-handling records and payment receipts. Check that the issued record corresponds to the correct vehicle and parties. Keep a record of where the POA was supplied and review further use after completion. If the sale falls through, assess whether authority should remain in place or whether formal cancellation and relevant notification are needed.

Further context for this guide

This guide uses Dubai RTA's published ownership-change service as the procedural example. Vehicles registered in another emirate, financed vehicles and cross-border export require their own checks. RTA expressly identifies vehicle sale and disposal authority for a legal representative. The POA sits alongside the required traffic process; it does not clear fines or release finance on its own.

If the vehicle transaction is in another country, use the vehicle POA for overseas use. If the owner signs outside the UAE for a UAE transaction, check the authentication direction and the traffic authority’s requirements.

Selections stay on this page and are not saved or sent.

  • What to gather

Supply the current registration record and accurate vehicle identification details, including the registered owner and any finance shown.

  • What to gather

Provide current identity documents. A corporate owner also requires company records and evidence of the person entitled to grant authority.

  • What to gather

Describe the buyer, agreed terms, proposed payment handling and whether the desired output is ownership, possession or export.

  • What to gather

Include lender release instructions and the receiving traffic authority's requirements, plus foreign attestation records where the owner signs abroad.

The adviser and receiving authority confirm the final requirements, validity and acceptance of the evidence.

Points to check before proceeding

Leaving out the vehicle-specific act

RTA's ownership procedure has explicit representative requirements. Check the document's actual wording rather than relying on a generic title.

Confusing finance release with authority

A POA cannot itself discharge the lender's security. Coordinate the required release through the financier and traffic process.

Handing over without completion evidence

Agree how ownership output, payment and vehicle possession will be verified. A signature alone is not the final registration record.

Your questions, answered

Can someone sell my car while I am overseas?

A properly scoped representative route may be available. Review the vehicle-specific powers, overseas authentication and the traffic authority's requirements before signing. Finance, fines and buyer registration still need to be addressed.

Does a general POA work for a vehicle sale?

Do not assume it does. Dubai RTA expressly requires authority for sale and disposal of vehicles in its ownership-change service. Have the actual text reviewed against the relevant procedure.

Can the representative receive the sale price?

That financial power should be discussed separately. Decide your intended payment route and ask whether the document needs to authorise receipt or can be limited to signing and attendance.

What happens if the car is financed?

Coordinate with the financier to obtain the required release. A POA authorises defined acts but does not remove the finance obligation or substitute for the traffic authority's release process.

Does the buyer need insurance?

The selected registration service has its own buyer, insurance and inspection requirements. Confirm them with the relevant authority before completion rather than assuming the representative's document resolves them.

Is export covered by a sale POA?

Export is a distinct task that should be described in the brief and checked against the relevant service. Do not assume ordinary sale wording covers export documentation, plate procedures or destination-country requirements.
